The Howard County Citizens Association is a
non-partisan organization of County residents. Its purpose is to bring residents
together to express views, take joint action, and encourage participation in
County affairs.
HCCA participated in the
original planning of Columbia and later in the work of the APFO Task Force and
the 2000 County General Plan.
Recent HCCA activities on behalf of
residents include testimony or working with public officials in support
of:
- Responsible land use ensuring adequate
roads, schools and quality of life
- Master plans for Downtown Columbia, Turf
Valley, Route 40 and Route 1
- Improvement of local/commuter bus systems
- Planning for connections to regional mass
transit systems
- The right of residents to pre-submission
meetings with developers
- Funding for restoration of historic
buildings at Blandair Regional Park
- Programs to enable moderate income earners
to live in the County
- Preservation of rural
land
How does HCCA achieve its
mission?
- HCCA is an effective advocate in land use,
transportation, seniors, education,environment and other issues affecting County
citizens.
- HCCA testifies before County elected
officials and government agencies, and its members participate on citizen
advisory committees.
- HCCA works in coalitions with other public
interest organizations.
- HCCA provides speakers and educational
forums on current issues.
- HCCA notifies members of public meetings,
events, and courses they may wish to attend.
- HCCA maintains an e-mail dialogue for
debate of issues.
- HCCA keeps members informed of current
articles in local newspapers on its website.
- HCCA provides information on County
government, how to contact your legislator and other relevant topics on its

How can I
participate?
Any Howard County resident who subscribes to our
mission is invited to become an HCCA member. HCCA holds general meetings open to
the public most second Mondays at 7:30 pm.
Members receive information by e-mail and can
participate in discussions. They can attend meetings or simply support HCCA by
their membership. E-mail is used for meeting reminders and
agendas.
Dues are $20/year or $10/year for retirees, students
and each additional household member. Contributions are appreciated and help
support the mission.
